Registrar, Internal Medicine (Trinidad & Tobago) - North Central Regional Health Authority

Applications are invited from suitably qualified persons to fill the position at the North-Central Regional Health Authority (NCRHA).


 REGISTRAR, INTERNAL MEDICINE


Responsible for the diagnosis and treatment of in and out patients. Work involves contributing to and executing management care plans for patients in the unit. Also, responsible for the daily management and control of the wards, in-patients, out-patients and specialty clinics.

MAIN RESPONSIBILITIES:

  • Consults with the organisational relationship to ensure that the daily clinical operations are effectively organised, monitored and controlled.
  • Performs regular clinical rounds with the medical team to assess patients’ day to day management and care.
  • Collaborates and communicates with the nursing staff to ensure the best nursing practices in the management of patients under care.
  • Supervises the performance of House Officers when on call and monitors all seriously ill patients within the shortest possible time.
  • Supervises at least one clinical round during each twelve-hour session.
  • Recommends intelligent and cost effective use of the Laboratory/Radiological services and such contributions to diagnose and manage inherent reliability.
  • Ensures that Laboratory/Radiological forms are adequately annotated to assist such staff in providing optimal services.
  • Supervises the use of drugs and their efficacy and duration in patient care and ensures prevention of their abuse.
  • Ensures proper communication to all patients, relatives or their designee on the nature of their illnesses and the outlook in the treatment of their well-being, so that they understand the full extent of their recovery/disability as may be the case.
  • Ensures that all patients are treated in accordance with the Patient Charter Standards.
  • Ensures that all case discharge summaries are promptly written, and are accurate, relevant and concise, and must be countersigned.
  • Keeps the Consultant informed of any difficulties that may arise in the management of any patient and seeks such assistance.
  • Supervises and assesses the clinical competences of House Officers and Interns and sensitises the Consultant.
  • Monitors and checks the accuracy of histories and physical examination findings of the House Officers and reviews their standards of note-keeping.
  • Coaches and initiates knowledge sharing to House Officers and Interns assigned to the unit in collaboration with other Consultants.
  • Guides, monitors and recommends to House Officers and Interns, appropriate management practices in patient care.
  • Assists the Consultant with the research projects and take a leadership role with such.
  • Adheres to the professional code of conduct, Medico-legal principles and human resources policies and procedures of the Authority.
  • Attends and participates in teaching clinics, rounds and lectures.
  • Performs other related duties as directed by the organisational relationship.

Minimum Qualifications, Training and Experience:

  • Postgraduate Degree in the relevant specialist field, evidenced by registration with Specialist status with the Medical Board of Trinidad and Tobago.
  • Minimum of two (2) years postgraduate experience/training in the area of specialisation.
  • Where sub-specialisation is indicated or required i.e. Medicine etc. proficiency in this area should be indicated during the Postgraduate training period.
  • Certificate course in relevant specialist field.

*Certificates acquired at foreign universities MUST be supported by certified transcripts as well as evidence that the completed programme is accredited in Trinidad and Tobago.

Registrar (Kingston, Jamaica) - Cannabis Licensing Authority

Job Purpose:

Reporting to the Director – Human Resource Management and Administration the Registrar (PIDG/RIM 4) ensures that the operations of the Authority are enhanced and supported through effective Records Management using improved methods and techniques. The incumbent ensures that the relevant automated, integrated, effective, efficient and economical information systems are employed in Records Management to better serve the information needs of all stakeholders.

The incumbent ensures the systematic control of the Authority's records, throughout their life cycle, in order to meet the operational needs, statutory and fiscal requirements, and stakeholder expectations. The incumbent also ensures that the Authority’s records are authentic, accurate, accessible, complete, comprehensive, compliant, effective and secure.

KEY OUTPUTS
Key Responsibilities

  • Ensures the provision of technological guidance to the Authority and the staff
  • Collaborates with the Chief Executive Officer, other Senior Officers and Division Heads to develop and maintain the Authority’s Records Management policy;
  • Develops and enforces short-term and long-term Records Management Strategy;
  • Participates in the development, tracking, optimizing and enforcing of short-term and long-term Records Management budgets;
  • Ensures coordination and supervision of Records Management systems and processes;
  • Keeps current with emerging records management trends, and current dominant technologies in Records Management;
  • Ensures the integration of Records Management with the customer service platform to serve the Authority and its stakeholders in every aspect utilizing web enabled security-controlled access portals, popular social media interfaces and mobile friendly applications/platforms;
  • Oversees the design, setting up, maintaining, reviewing and documenting of records systems; identifying the most appropriate Records Management resources; advising on and implementing new records management policies, procedures and systems;
  • Provides a policy framework to guide staff in the management of their records and use of the Authority's Records System;
  • Ensures consultation with all Authority staff, to exchange information, present new approaches, and to discuss and effectively facilitate equipment and system changes;
  • Ensures the development and implementation of retention and disposal schedules;
  • Oversees the management of electronic and/or paper-based information;
  • Ensures the availability and accessibility of reference materials, to include Government gazettes, reports, journals, encyclopedias, dictionaries, textbooks etc.;
  • Ensures that documents and other material of historical significance and importance are preserved and made accessible increasingly through available technology in digital format;
  • Ensures the provision of daily newspapers, news magazines, Journals to members of staff and public, Catalogue and Classification;
  • Ensures electronic records, changes and additions are identifiable through audit trails;
  • Leads in the smooth and efficient operation of the Unit through the management of daily operations;
  • Establishes and implements systems for reporting of work done against stated and agreed Work Plans for the Unit;
  • Establishes internal control processes required to manage and grow the Unit;
  • Meets or exceeds Unit’s performance targets.
  • Performs any other duties as assigned from time to time.

Human Resource Management:


  • Plans, organizes and directs the work of the Unit by overseeing the development of performance targets for the Unit and staff, based on the Corporate Strategic Plan;
  • Ensures that the Unit’s staff have sufficient and appropriate physical resources to enable them to undertake their duties efficiently and effectively;
  • Provides leadership and guidance through effective planning, delegation, communication, training, mentoring, coaching and disciplinary action;
  • Participates in the recruitment of staff for the Unit;
  • Recommends transfer, promotion, termination and leave in accordance with established Human Resource Policies and Procedures;
  • Identifies competency gaps and collaborates with the Training and Development Manager to develop and implement Staff Development and Succession Plans for the Unit to ensure adequate staff capacity;
  • Monitors job specific and environmental factors, implements and promotes Health and Safety policies and mitigates and minimizes workplace hazards;
  • Monitors the performance of staff and ensures effective and objective staff performance management, through timely and accurate completion of the staff appraisal process, including periodic reviews;
  • Ensures that welfare issues of Unit staff are clearly identified and addressed.

Required Knowledge, Skills and Competencies

Minimum Required Qualification and Experience

  • A Bachelor of Science degree in Social Science or Library Science from a recognized institution;
  • Formal training in Records Management and Information systems, Procedures and Practices and automated technologies as it relates to Records Management;
  • At least three (3) years’ experience in a related field, with at least two (2) years in a similar senior position.
  • Formal training in Library Science and/or archival procedures from a recognized institution is desirable;

Special Conditions Associated with the Job

  • Will be required to work late and, on the weekends,
  • May be exposed to some amount of dust;
  • May be required to do some amount of lifting, bending, stooping and walking;
  •  Pressured working conditions with numerous critical deadlines.

Salary range $ 1,148,458- $1,365,156 per annum plus any allowance(s) attached to the post. 

The successful candidate will be offered a three (3) year contract with gratuity payable after satisfactory performance after two (2) years.

Position Summary:

Under the general direction of the Director of Academic Affairs, the Registrar is responsible for the administration of policies and procedures to guide the admission, registration, record management and student affairs activities of the Caribbean Military Academy (CMA).

Minimum Professional and Education Requirements:

  • Post-graduate degree in Business Administration
  • At least five (5) years experience in a similar position
Responsibilities and Duties:
Administrative Duties
  • Participates in the development of the budget and operational plan for the department
  • Develop and implement systems and procedures for the management and maintenance of students' records, certification and accreditation
  • establish and maintain systems for the effective diseemination of information on the institution's policies, programmes and activties to students, staff and general public
  • In collaboration with the Central Administration Department, develop and implement systems for the collection of students' fees, monitors collection and recommends/initiates action where necessary to improve the process
  • Participate in the development of policies and procedures to guide operations of the department
  • Prepare activity/performance and other reports as required
  • Represents the institution at meetings, conferences as required
Supervisory Duties:
  • Conduct performance appraisal for staff and recommend training and other development programmes where necessary
  • Provide leadership and guidance to staff supervised through training, coaching, mentoring and provide assistance as required
  • Ensure that the staff is aware of and conforms to all rules and regulations, and operating standards of the department and the property
  • Recommend leave and disciplinary action in keeping with Human Resource policies and procedures


Technical /Professional Duties:
  • Manage students' admission, ensuring the timely procession of applications and dissemination of information to applicants
  • Coordinate the registration and orientation activities
  • Coordincate the administration of internalexaminiations ensuring systems are instituted to protect the integrity of the process
  • Supervise the preparation and maintenance of students' recordsensuring accuracy and confidentiality are maintained. Process requests for transcripts and other students' records/information in accordance with established procedures
  • Oversee and participate in the development and implementation of student affairs programmes - work study programme, job placement, student union, etc
  • Monitor students' accounts to ensure payment of fees and settlement of other financial obligations to the institution within established timeframe. Recommends/institutes corrective action as necessary
  • Coordinate graduation, orientation and other special functions hosted by the institution
