Secretary/Bursar (EIGS/BR5) (Portland, Jamaica) - Happy Grove School

Core Functions:
  • To manage the financial and accounting affairs of the institution in a prudent manner in keeping with Government fiscal provisions
  • To develop local instruments to enhance financial control and promote standard procedures for the institution
  • To provide accurate and timely financial information for the School Board and the Ministry of Education, Youth and Information
  • To administer the financial resources of the institution in accordance with Government regulations and the provisions of the Financial Administrations and Auditing Act, and provide supervision for the Corporate Services of the institution
Minimum Requirements:

Specific Knowledge Required:
  • Knowledge of FAA Act and Government of Jamaica Procurement procedures
  • Knowledge of Microsoft Office Suite applications and selected accounting software
  • Knowledge of electronic banking techniques


b. Qualifications and Experience:
  • First degree in Business/Accounting from a recognized institution or ACCA level 2, with at least three (3) years experience working in an institution of similar standard
OR
  • Completion of a certificate/diploma/associate degree in Government Accounting, other relevant Financial Management courses and at least eight (8) years of experience
  • Training in Procurement Guidelines and Government Accounting would be advantageous

Secretary/Bursar (EIGS/BR5) - St. Elizabeth, Jamaica - Bethlehem Moravian College

Qualifications and Experience:
  • Bachelor's degree in Accounting/Finance
  • A minimum of five (5) years in a similar field
  • Candidates with a post graduate qualifications in Finance will be at a distinct advantage
Knowledge, Skills and Competencies:

  • Proven competence in the preparation of financial statements

Position Summary
Financial Accounting and reporting
  • Develop and maintain timely and accurate financial statements and reports that are appropriate for the users and in accordance with generally accepted accounting principles and procedures
  • Ensure that all statutory requirements of the organization are met 


Payroll Preparation and Administration
  • Oversee all payroll functions to ensure that employees are paid in a timely and accurate manner
  • Negotiate and manage the College's property/employee liability insurance and benefits plans
  • Process and submit statutory and benefits remittances on time 
  • Issues annual P45s
Budget Preparation
  • Establish guidelines for budget and forecast preparation, prepare the College's annual budget in consultation with the College's Administrators, Board Chairman and/or Finance Committee
  • Assist heads of Department and Project Managers with the preparation of budgets for funding applications/support
