Assistant Clerk

The post holder will work with the Clerk and the Deputy Clerk to ensure the smooth management of the business of the Legislative Assembly in accordance with the Constitution, Standing Orders and other Laws regulating the Legislature and also in accordance with practice and procedure, rules and orders set down by the House and the Speaker.

Key Responsibilities include:
  • Prepare Business Papers on all matters to be laid before or presented to the Legislative Assembly (LA), collate and disseminate Papers and Matters to the Speaker and Members as well as the media and public;
  • Maintain LA filing system to ensure easy retrieval of House documents and files and receipting of all business to be dealt with in the House;
  • Prepare and Maintain the Order Book of the LA, and a working copy file of all business of the House per sitting;
  • Prepare Oaths of Allegiance or Affirmation for Members of the House and Acting Temporary Members of the LA;
  • Prepare documents and correspondence to Ministries/Portfolios to action motions passed in the House;
  • Compiling monthly output stats, and responding to general inquiries from the Speaker and members of the LA, members of the public and media regarding House sittings, records and other related matters;
  • Assist with minutes and reports of standing and select committees of the House & preparation of bills for the creation of vellums;
  • Assist with the work of the Commonwealth Parliamentary Association including the preparation of Conferences and Seminars hosted by the Branch;
  • Secretary to the Parliamentary Prayer Breakfast Committee, which includes arranging Committee meetings, planning and preparing programmes, liaising with Guest Speakers, programme participants, caterers, musicians, printers, sound technician, florist, Sergeant-at-Arms in arranging Honourable Speaker’s transportation and guest invitations;
  • Supervise staff members &train youth parliamentarians in House proceedings; and
  • Any other duties assigned by the Clerks of the Legislative Assembly.

Candidates must have:
  • The post holder must possess an Associate’s Degree in Business Administration or relevant discipline. A Bachelor’s Degree is desirable;
  • Minimum of 5 years of experience working in a professional services environment covering a wide range of administrative functions and must be a team player with an eye for detail and concern for accuracy, quality and timeliness with knowledge of parliamentary practices, procedures and current affairs; and must be able to work well under pressure;
  • Proficient in the use of Microsoft Office programmes including Microsoft Word, Excel, Publisher, and Adobe Acrobat
  • Possess effective communication and interpersonal skills and have a good command of the English language;
  • Ability to work on their own initiative; prioritize their own work, meet tight deadlines and the ability to maintain confidentiality at all times.

Laboratory Technician (Grand Cayman, Cayman Islands) - Public Works Department

The Public Works Department invites applications invites applications for the position of:

Laboratory Technician
The Post holder will provide technical support to the Vocational Trainers in delivering effective practical training as part of the Public Works Department (PWD) Apprenticeship Programme.

Salary: CI$34,164 - CI$45,984

The post holder will
  • Prepare the workshops for the training of Apprentices ensuring a clean and organized workshop/training environment – including the maintenance and use of workshop vacuums and cleaning solutions;
  • Maintain an inventory of training materials/supplies, tools and equipment used within the workshops. Maintain the security of stock, recommend purchases to the Vocational Trainers as necessary and process the ordering where approved.
  • Liaise with the Vocational Trainers to identify the construction materials/supplies needed for workshop training;
  • Ensure the workshop, equipment, tools and materials constitute a safe working/training environment.
  • Provide technical support to the Vocational Trainers during practical workshops, which facilitate the teaching, application and test of new vocational skills.
  • Assist the Vocational Trainers with the organization and administration of practical site placements with Mentors from both within PWD and the Private Sector.

Qualification, Experience and Skills
  • Ideally the post holder should have: Tertiary Certification/Trade School Diploma in relevant disciplines, including at least two of the following (general construction, plumbing, air-conditioning, site carpentry, painting or electrical installation); a minimum of two (2) years of relevant/practical experience of working within a laboratory/workshop.
  • A valid Group 2 Drivers Licence, First Aid and CPR Certificate and a relevant certification in a safety discipline in the construction industry or example OSHA 10 hour.
  • Additionally post holder should demonstrate the ability to effectively use hand/power tools, operate equipment and utilize materials/supplies used in the vocational training and general construction, plumbing, air-conditioning, site carpentry, painting, and electrical installation. 
  • He/She must possess good oral and written communication skills, be competent in the use of Word Excel and a variety of Computer Aided Design software and multi-media products.
  • He/She should possess good interpersonal skills and have the ability to listen and work well with all types of people.

Job Purpose
Under general supervision of the Assistant Manager, Trademarks, Designs and Geographical Indications, the Data Entry Technician utilizes the Computer and peripherals for the input of data and information and for the production of reports, papers, briefs and other documents. The post provides support with other related clerical and data related duties.

Key Responsibilities

Technical/Professional:

  • Examines and interprets source documents and user manuals for the establishment of databases and computer files;
  • Establishes and maintains databases and computer files according to specifications;
  • Edits and codes source documents in accordance with specified standards;
  • Key-punches and verifies data and text according to source documents and key-punching instructions;
  • Enters  information  on  files  concerning  applications  for  the  registration  or  grant  of respective individual property rights as well as renewals, miscellaneous modifications and refunds of protection;
  • Produces reports, briefs, papers and other documents;
  • Record information on certificates and other documents;
  • Checks for possible anomalies during entry;
  • Produces computer processed outputs;
  • Examines work for accuracy and completeness.

Required Knowledge, Skills and Competencies

  • Working knowledge of the operations of JIPO
  • Working knowledge of Office Procedures and Records Management
  •  Data Entry and Typing skills
  •  Good Oral and Written Communication skills

Minimum Required Qualification and Experience

  • Four  (4)  CXC/GCE  O’Level  subjects  including  English  Language,  Mathematics  and

  • Certificate in Data Entry or Information Technology would be an asset.

JOB SUMMARY:

The incumbent in this position will be responsible for the control of disease-carrying mosquitoes and other vectors that pose a threat to public health within the Turks and Caicos Islands.
KEY DUTIES AND RESPONSIBILITIES:
  1. Carry out control and management activities of disease vectors occurring within the Turks and Caicos Islands
  2. Conduct surveillance and monitoring activities of disease vectors occurring within the Turks and Caicos Islands
  3. Conduct health education programmes on the control and management of disease vectors and nuisance pests occurring within Turks and Caicos Islands
  4. Conduct routine premises inspection within communities in the Turks and Caicos Islands to ascertain status of disease vector and nuisance pest infestation
  5. Conduct regular maintenance of all equipment used in disease vector control activities
  6. Inspection of cargo and other vessels for disease vector infestations
  7. Maintenance of accurate records of all data compiled from field activities
  8. Adhere to all Public Service codes, rules and regulations
  9. Perform other related task which may be assigned by the job holder’s Head of Department.

MINIMUM QUALIFICATIONS AND EXPERIENCE:
  • High School Diploma and CXC passes in English, Mathematics and one Science subject or equivalent
  • This job does not require experience as on the job training is provided.
SALARY: Grade 4 - $21,935.00 per annum

JOB SUMMARY
To provide professional social work services to the people of the Turks and Caicos Islands.  This is a specialized professional position, which has departmental wide responsibility for the elderly, orphans, juveniles, probationers and parolees. The Social Worker is responsible for counselling clients and their families, interviewing and assessing foster families and collaborating with other departments and organizations to ensure that the needs of disadvantaged persons in the communities are met.
KEY DUTIES AND RESPONSIBILITIES:
  • Counsel clients and their families (individual, group and family)
  • Assess the needs of clients and their families for recommendations and implement changes (e.g. foster families, adoption, probations, parole, etc)
  • Case Manage assigned cases – plan, monitor and review assigned cases to ensure that progress is being made while keeping accurate and timely records
  • Crisis Intervention of reported cases of abuse and need to achieve positive change
  • Investigate cases of abuse and of needs of disadvantaged persons in the community and to implement practical intervention
  • Write reports – collect and document information in order to prepare reports which will assist the Court and other agencies in their decision making process, e.g. Court matters such as child care and protection matters, Social Inquiry Reports on juvenile offenders, community service evaluations etc. Other reports such as Home Study Reports for prospective adoption and requested overseas reports etc.
  • Advocate/collaborate with other departments and organizations to ensure that needs of clients and their families are met and to enable them to access and utilize systems and/or services available in the local community
  • Community Work – assist in identifying community needs so that appropriate resources can be developed and conducting seminars with the school and other agencies to promote social awareness
  • Prepare monthly statistical reports
  • Assist with the formulation of policies
  • Make referrals and giving assistance to mental health patients
  • Make recommendations and compiling applications for welfare recipients
  • Provide welfare grants in emergency or disaster situations
  • Visit prison to counsel and meet with prisoners
  • Supervise and monitor persons on probation
  • Work with the disaster committee and the Red Cross to prepare for the hurricane season
  • Adhere to all Public Service codes, rules and regulations
  • Perform any other related duties as directed by the Director and Senior Social Worker

MINIMUM QUALIFICATIONS AND EXPERIENCE:
  • Bachelor’s Degree in Social Work/related field or equivalent.
  • A minimum of two (2) years’ experience
SALARY:- GRADE 6 $33,415.00 per annum plus Allowances

Electrician (Roseau, Dominica) - Ministry of Finance, Dominica

Duties:
Under the direction of the Building Maintenance Manager, the Electrician is required to install and maintain wiring, control and lighting systems:
  • Inspect electrical components, such as transformers and circuit breakers
  • Identify electrical problems with a variety of testing devices
  • Repair or replace wiring, equipment, or fixtures using hand tools and power tolls
  • Collaborate with contractors, construction workers
