Candidates must be nationals of one of CDB's Member Countries. The Bank's Member Countries are the Commonwealth Caribbean countries together with Brazil, Canada, China (People's Republic of), Colombia, Germany, Haiti (Republic of) Italy, Mexico, Suriname (Republic of) United Kingdom and Venezuela.
We are seeking a skilled Talent Acquisition Specialist (TAS) to source top talent for the Caribbean Development Bank (CDB/The Bank). In this role the TAS will consult and assist in recruitment processes, proactively reaching out to potential candidates, creating and coordinating talent attraction programmes, building talent pools and delivering on our people promise. The successful candidate will be based at CDB’s headquarters in St. Michael, Barbados.
THE DIVISION
The Human Resources Division encompasses, among other areas, rewards, benefits and compensation, talent acquisition, talent management, staff relations and welfare, performance management, employee engagement, learning and development, analytics, and workforce planning and budgeting. The Division is the focal point for all staff transactions and is focused on strategic and operational excellence to ensure a strong employee experience. Human Resources Specialists and Assistants and several external partners support the work of the Division.
KEY RESPONSIBILITIES
The TAS is responsible for sourcing, screening, recommending candidates for CDB and onboarding new employees. He/she will identify opportunities to build applicant pools, establish trust and partnerships with the managers, identify potential "fit" through effective interviewing and testing, administer the interviewing and onboarding process, and ensure a positive new employee experience.
The responsibilities of the TAS include:
- Providing end-to-end resourcing and recruitment services across the Bank by advising and supporting managers on recruitment and mobility options and undertaking recruitment processes and activities to ensure the engagement of the best candidates for the Bank.
- Placing and updating all job postings in various Media, including job boards, social and professional networks, community boards and recruitment partners. Researching and recommending new sources for active and passive candidate recruiting.
- Arranging and, when necessary, conducting pre-employment assessment, background & references screenings, evaluation and selection of candidates.
- Guiding the Bank on best practice recruitment and workforce resourcing initiatives, including targeted advertising campaigns, pre-screening techniques, assessment tools and interview methodologies to ensure hiring managers are equipped to make the right hiring decisions.
- Contributing to continuously improving service level standards for the talent acquisition function.
- Continuously develop networks and partnerships to actively build a database/pipeline of candidates and CDB's brand.
- Developing and implementing reporting tools and indicators to provide intelligence into the recruiting and related activities and monitor, review and evaluate recruiting activities to provide evidence-based recommendations to improve processes and efficiency in function.
- Conducting new employee onboarding, ensuring that the process is engaging and that assimilation and learning components are effective.
QUALIFICATIONS
To ensure success as a talent acquisition specialist, you should possess extensive experience as a recruiter and the ability to engage with candidates at all levels.
- An advanced degree in business plus further professional development including accredited HR certifications.
- A minimum of 7 years of relevant professional experience is required. Experience from an international development institution is preferable.
- Demonstrable knowledge of and experience with the full talent acquisition cycle and the assessment of candidates’ knowledge, skills and abilities.
- Sound knowledge of and or certification in the use of psychometric tools for candidate assessment.
- Strong proficiency in Applicant Tracking System (SuccessFactors or similar), social media LinkedIn, LinkedIn Recruiter, Job Boards and repository sites e.g., GitHub and Stackoverflow.
- Motivated self-starter with the ability to think quickly, be flexible, and multi-task in a fast-moving environment while providing exceptional service to candidates and managers.

TERMS OF APPOINTMENT
This role is a full-time position with the successful candidate being contracted on a two-year basis in the first instance, with the possibility of renewal. The salary is competitive and commensurate with qualifications and experience. The benefits package includes a pension plan, and life and medical insurance.
