Loan #4437/OC-JA - Implementation of National Identification System for Economic Growth.

The Office of the Prime Minister (OPM) acting on behalf of the Government of Jamaica has received financing in the amount equivalent to US $68,000,000.00 from the Inter-American Development Bank (IDB), and it intends to apply part of the proceeds to payments for goods, works, related services and consultng services to be procured under the project implementation of the National Identification System (NIDS) for economic growth.

The OPM intends to engage the services of qualified consultants to carry out duties in various capacities pursuant to IDB's procurement policies GN-2350-9 for hiring of individual consultants. The minimum qualification and experience for the respective consultancies are noted below:
Customer Service Officer
(NIDS/2018/COMPEU6/3CV-017)
  • Five (5) CSEC subjects including English Language
  • Two (2) years work experience in customer service relations
  • Three (3) years general work experience in private or public sector
  • Excellent presentation, writing and verbal skills
Social Media Services
(NIDS/2018/COMPEU11/3CV-018)
  • Bachelors' degree in Social Sciences or equivalent discipline from and accredited tertiary level institution
  • Three (3) years work experience and proven track record in social media strategy and management
  • Two (2) years experience in planning, managing and executing successful social media campaigns
  • In-depth knowledge and understanding of social media platforms and their respective participants (Facebooks, Instagram, Digg, Youtube, Twitter, Flickr, etc) and how they can be deployed in different scenarios
  • Ability to design programmes, write and effectively communicate with the electronic media, as well as the public


Media Officer (NIDS/2018/COMPEU4/3CV-019)
  • Undergraduate degree in Mass Communication, Public Relations, Journalism or equivalent discipline from an accredited tertiary institution
  • Exposure to the fundamentals, principles and techniques of Media, Public Relations, and Communications
  • Three (3) years work experience in Media or Communications
  • Excellent presentation, writing and verbal skills
  • Ability to facilitate or lead meetings, teams or work groups
  • Proven track record of media relations
Public Relations Services
(NIDS/2018/COMPEU12/3CV-020)
  • Undergraduate degree in Mass Communication, Public Relations, Journalism or equivalent discipline from an accredited tertiary institution
  • Exposure to the fundamentals, principles and techniques of Public Relations campaigns
  • Excellent strategic thinking, decision making and problem solving skills
  • Proven track record of developing and implementing successful public relationsplans and strategies
Administrative Assistant - Financial Management
(NIDS/2018/NIDSEU15/3CV-022)
  • Associate of Science degree in Accounting/Administrative Management or equivalent qualifications in the related discipline
  • Prior experience with International Development funded projects woud be an asset
  • Two (2) years accounting experience
  • Excellent knowledge of accounting standards and procedures
  • Excellent knowledge of budgeting, Accounts Payable and bank Reconciliation
  • Experience in the Microsoft Word, Excel and PowerPoint and Accounting software
Project Accountant
(NIDS/2018/NIDSEU5/CV-016)
  • Undergraduate degree in Finance/Accounting/Economics/Management Studies with Accounting emphasis or completion of ACCA Level 2
  • Two (2) years experience in Accounting or Financial Manmagement in the public or private sector
  • One (1) year experience working with Accounting Software/Packages including Sage 50 or Peachtree
  • Experience working with IDB funded projects or other Funding Agencies
  • Proficient in the use of Microsoft Word, Excel and PowerPoint
  • Sound knowledge of the Financial Audit and Administration Act (FAA).
